In their article “States’ Refugee Resettlement Authority” (2016), the authors argue that the “State lacks the power to prohibit a Syrian refugee admitted into the United States from physically entering or remaining within the State’s jurisdiction” (7). The authors augment their argument detailing the process of the Syrian resettlement and the programs they face, and contrast it to the powers the state government has, and how they would be unable to deny refugees entry in the US. The authors purpose is simply to inform the reader about the limitations of the state government in terms of the Syrian resettlement, and the crisis itself, emphasizing that legally, no one is allowed to stop the refugees from entering the US. The authors formal and professional vocabulary implies that the article was published for educated readers, and the fact that it was published in the Congressional Digest goes to show that it was intend for educated audiences that are looking for information about the topic.
